Attach flags, ribbon, cardboard
stars, and paper medallions to
the wheel spokes and basket
with dots of scrapbooking glue.
To make a medallion, you’ll need
three pieces of paper the same
size. Accordion-fold each piece
lengthwise, fold resulting pleated
strips in half, and glue the halves
together to form a fan shape.
